MassDOT Route 114 Corridor Improvements Project
The Massachusetts Department of Transportation (MassDOT) is in the process of finalizing design/engineering documents for corridor improvements along a 2.2-mile stretch of Route 114 in North Andover, between Waverly Road and Willow Street/Mill Road. The project work mainly includes roadway widening, geometry and traffic signal improvements at project area intersections, continuous sidewalks and bicycle accommodations that are separated from vehicular traffic (via a shared use path) along a majority of the Route 114 corridor. In addition to roadway geometric improvements, seven existing traffic signals will be upgraded, and two additional intersections will become signal controlled (intersections of Route 114 at Royal Crest Drive/ Merrimack College and Hillside Road) for a total of nine signalized intersections. Traffic signals within the project area will be interconnected and will utilize adaptive signal control which automatically adjusts signal operations to optimize traffic flow based on ‘real time’ vehicle demand data collected by the system. The project also includes a culvert replacement, drainage improvements, utility relocations and landscaping elements.

Many changes to the project's design have been implemented since a design public hearing that was held in October of 2021. Among them are the following:
- Revised access from Andover Street to the redeveloped Ethan Allen site;
- At the existing HAWK pedestrian signal location along Turnpike Street, a three-way signalized intersection is now proposed. The access/driveway to Merrimack College was removed from the intersection and the approach from Royal Crest was modified to be a single lane. Bike lane and sidewalk connections are provided from Turnpike St along the Royal Crest access/driveway;
- The sidewalk configuration along Turnpike Street and adjacent to Royal Crest was revised. The grass buffer was reduced to retain the existing utility pole locations;
- The alignment was revised for the shared use path adjacent to Merrimack College as it approaches the intersection with Turnpike St/Andover Bypass. This was done to better position and queue path users before crossing the eastbound Turnpike St channelized right turn;
- The right-in, right-out access to Royal Crest (just west/north of the Bypass intersection) is retained; and
- The intersection of Turnpike St at the Andover Bypass was revised such that the 4th leg from Royal Crest will only be an entrance to that site. All left turning traffic from the Royal Crest site will need to exit at the new traffic signal proposed where the HAWK pedestrian signal is currently located.
