Engineering & Design of Downtown Streetscape Improvements

Background

In 2021, the Town completed an initial process to plan and conceptually design streetscape improvements for downtown North Andover.  In 2025, the Town entered into a contract with engineering firm Green International Affiliates to take those conceptual design elements, further refine them, and develop comprehensive construction plans that can be used for the future construction of improvements.  This design/engineering phase of the project is funded by a combination of settlement funds from Columbia Gas and an FY2025 MassWorks Infrastructure Program grant.

The project, per the schedule below, began in early 2025 and is projected to be complete by the end of calendar year 2026 or early 2027.

December 2025:

Town staff began conducting a series of one-on-one, focused discussions with stakeholders in the downtown area.

September 2025:

The Engineering and Design phase of the larger Downtown Streetscape Improvements project held a public meeting on September 25, 2025 at the North Andover Senior Center. At that meeting, the Town's consultants presented conceptual designs for the public's consideration, which showed potential improvements along the project area.  These potential improvements included "mini roundabouts" at the intersections of Main Street and Waverly Road / Main Street and Water Street, lighting, landscaping, pocket parks, street trees, bump-outs, crosswalks with ADA compliant curb ramps and rectangular rapid flashing beacons, and more. Attendees were able to respond to poll questions, as well as to answer questions they had about the project.
